how do you know how much food is enough?

We use blackwood puppy food and they say to feed up to 1 cup/day for puppies up to 10 lbs. ours weigh 5.5 & 7.5 lbs and I am feeding them a full 1/4 cup 2x/day, plus a small kong of kibble & bananaor peanut butter at lunch and small treats for pottying & tricks.
they are both growing, but how do I know exactly how much is the right amount so I dont overfeed? Some meals they eat all of their food and sometimes they leave up to half of it.
I asked the vet and he said they looked great, but didnt exactly give me an amount.
Any suggestions?

Puppies are a lot like babies. When they need more food-- I feed more food. They go through growth spurts. I don't worry about giving too much food until they are over a year. Mine are very active and usually I don't have to cut back on food until they are over 2 (if at all). sandy
