How do u train a dog who pees inside to go outside?

I live in an apartment and had been previously but relatively unsucessfully training my 5.5 mth old cav to go inside. After responses to my other thread, does your dog cock his legs, I am weary that when he does cock his legs, it'll make a mess inside the house. Is there anyway of training him to go outside now that he's so used to urinating inside? I've taken him outside in the past few days to see if he'll pee outside, but he seems to be reluctant....what can i do?

You'll have to wait and wait, outside , until he does wee, and then praise him (and perhaps a tiny treat?), but don't go so over the top that he becomes scared.
