UK: MRI voucher scheme

I'd like to draw your attention to the UK Cavalier Club's MRI Voucher
Scheme, details of which have been recently added to the Club website
Home Page:

'The Cavalier Club MRI Voucher Scheme

The Cavalier Club has allocated £2000 from their Research Fund to give
twenty UK members a payment of £100 each towards the cost on a MRI scan.

The first ten payments will be made during the six month period April-
September 2008. The second payment will be during the period October
2008-March 2009.'

Could I pose this thought about this Voucher Scheme ?

It has been said by Neurologists that a Cavalier Bitch with a Syrinx ,can suffer great pain when producing a Litter of Puppies .

Would this Voucher Scheme not be better by confining it to Cavalier Breeders to have their Cavalier Breeding Bitches MRI Scanned before they are to be mated ,to see if there is a Syrinx present ,so as to save them unnecessary suffering if they do have a Syrinx and not to Breed from them ?
