On Health Screening ,the APGAW Report said Health Screening should be made Legally Compulsory for the Selection of Sires and Dams before Breeding.

The Kennel Club responded by saying that they welcome the Report's Recommendation revelant Health Health Screening should be Legally compulsory before a Sire and Dam can be Bred from

The KC are working on measures to make the Health Issues and Tests that exist for individual Breeds more Prominant on their Web Site

I hope others will read this and we could have a discussion about the KC's Replies

Just read through the Kennel Club's Replies again, which are many,to Apgaw's Recommendations,

Maybe I am being cynical, but are the KC's Replies typical KC Waffle .

Do they really amount to any-thing.?

Will any-thing change for the Health of Dogs.?
 
I believe Bet that you have just cause to be cynical.There's a lot of eloquent prose in there but no demonstrable evidence that the KC are planning to do anything constructive.(Perhaps they are but it hasn't come across in this article).
The report contained a number of sensible recommendations which could form a starting point for discussion while the outcome of the Professor Bateson’s independent review was awaited
So all the recommendations made by the report are only useful to kick off talks about talks.....
Why use the word "independent" about Bateson report? Is the APGAW one not??
relevant health screening should be legally compulsory before a sire or dam can be bred from. We have been very vocal in asking the Government to make the principles and standards that are followed by KC Accredited Breeders, including appropriate health screening, mandatory for all breeders.
Bateson indicated on Australian TV that his report will not be
recommending legislation.So the Kennel Club can meanwhile stall,play for time and then say Bateson doesn't recommend legislation but they can't do anything without legislation...and hence we all go round in circles again.
So the tactic seems to be to pawn it off on the government,a convenient faceless entity on whom to blame all the ills of the world.
So at the end of the day,it falls back to the Cavalier Clubs,the breeders,the neurologists,the AHT (and the cavalier buyers) to find common ground and move in the same direction.Waiting for pen pushers and bureaucrats is a pointless exercise....

A bit off the thread, what on earth do the KC do with all the money they receive?? so much goes in, so little comes out, do a select few pocket it? seriously would like to know this :confused:

Yes on Australian TV Bateson certainly did mention that his Report will not be recommending Legislation. He also mentioned that the Government are going to have an election and that they have no appetite for Legislation. I think that the Politicians for some time certainly will be thinking about their own campaign about getting elected, but I noted APGAW recently mentioned to DogWorld something about "one year" regarding the KC.

BUT NOTE THIS which Bateson certainly did mention and I think will be in his Report.
"I think a lot could be done by good Codes of Practice which then could be used, and if an animal charity wants to bring a case against a dog breeder and the dog breeder has not followed the Codes of Practice then they could be successfully Prosecuted."

The Bateson Inquiry involves "both pedigree and non-pedigree dogs". Codes of Practice could be embodied within existing Legislation such as within the Animal Welfare Act. By doing this the Codes will apply to both "pedigree and non-pedigree dogs". So if a breeder leaves the KC as the KC got tough and the breeder then breeds non-pedigree dogs the tough Government Codes of Practice can still be apply to them.

DEFRA mentioned it was keen to obtain the Full Reports. I think that those who are interested should start looking up what DEFRA's involvement is in regards to Codes of Practice and I think maybe in regards to the process of drafting new Codes of Practice.

What is a code of practice?

The Animal Welfare Act 2006 allows the government to issue and from time to time revise codes of practice.

The main purpose of these codes is to give practical advice to owners and others responsible for animals on how they can ensure that their animals’ welfare needs are met. Welfare codes for farmed animals have been in existence for some years and the Act will allow these to be issued for companion animals too.

Failure to comply with a code will not be an offence in itself. However, whether or not a person complied with a code could be used as evidence in court if a prosecution is taken.

The government has made a commitment to produce certain general codes that will provide guidance on the keeping of certain species, such as dogs, cats and primates. Codes will also be produced to give more detail to other secondary legislation such as the sale of pets and the welfare of racing greyhounds. Other codes will be issued as and when necessary bearing in mind that a good deal of guidance is already available to animal owners from specialist clubs and animal welfare bodies such as the RSPCA.

All codes of practice issued by government will be subject to public consultation and parliamentary approval.

When I first skimmed through the Kennel Club's response to APGAW's Report,I thought just maybe the Health of Dogs could be being improved .

I then read through it again and realized how Nieve I was being.

The Kennel Club has put such emphasis on their Accredited Breeders Scheme.

I had sent for the Accredited Breeders List of Cavalier Breeders a couple of months ago, it was so disappointing to notice how many were conspicious by their absence

I then contacted the Kennel Club, mentioning this fact to the person I was speaking to, and was told, yes that was right, but the KC hoped though, through time that more Cavalier Breeders would becoming invoved.

The Kennel Club's Response looks as if it their usual answers.

OH Yes the KC says that it agrees in Principal ( whatever this means) about this that and the other ,but weve heard all their excuses before.

It looks as if the same thing is happening again.

I don't know all the ins and outs of the KC but I do know about a lot of things they do with their money. (1) I presume it is the interest on their capital which largely funds the KC Charitable Trust - and Cavaliers have benefited hugely from it for health research. (2) They fund committees (made up of active practitioners) who regulate such things as Obedience, Working Trials, Field Trials, Agility etc. (3) They run the Good Citizen Scheme, which has probably done more than most to encourage pet owners to train their dogs. (4) They run probably the best library of dog books and archives in the world. (5) They regulate (and inspect with their Field Officers) most of the breed, obedience, agility and HTM shows and competitions, and the Companion shows which raise thousands of pounds for charities (often dog related). (6) They run the Safe and Sound scheme which teaches children in schools how to behave around dogs. And no doubt there are lots of activities I don't know about which just get done quietly day by day without publicity. All this takes staff who have to be paid, and I have always found them knowledgeable and helpful.

I wish there was less faffing around and less politics, but the KC certainly does far more than just take money for registrations.

For sure it was'nt the Cavalier Pet Owners who caused this to be being done !.

The Kennel Club Charitable Trust has generously granted the funding for three new research projects.

Cavaliers have received substantial financial help from the KC Charitable Trust. (Sometimes I think it is the only KC section that works effectively)

I was Cavalier Club Health Representative when we were raising the money for the 'Lub Dub Fund'.
I wrote to the various researchers to ask what projects they were working on, and Brendan Corcoran at Edinburgh told me how another breed was raising money to pay for a research student fees.

I took this suggestion back, and the Lub Dub Fund was agreed. The name was suggested by the Club Secretary, Annette Jones.

I was the Fundraiser. Once we got going there was support from all over the world and £24,410 was donated within about 18 months. The KC Charitable trust later gave us another £22,950, and we were able to pay the fees & accommodation costs for a three year PhD. Student.

One of the first events I organised was in 2003, a Xmas photo or picture competition. The winning picture was the very pretty design, featuring four cavalier heads, that is on the fundraising Christmas cards I am selling at the moment.

The funding of the three research projects mentioned by Bet was also something I initiated.

We had £1,000 in the Research Fund so I asked SM researchers for information about small projects that needed funding. After discussion with Jeff Sampson the three projects that applied, & Sarah Blott's EBV scheme, were all submitted to the Charitable Trust. They gave the extra £9,000 to cover all three small projects, and undertook the funding of Dr Blott's programme.

Last year,when Dr Corcoran heard I had started the SM Cavalier Collection Scheme, he asked if he could quote me as a source of research tissue when he applied for a another Charitable Trust grant.
We have provided him with heart & other cell tissue from four SM affected cavaliers so far this year.
