I think it just points out the difficulty of being a pet owner and choosing wisely all that your pet needs. The pet owner loves his pet but must often deal with those whose first priority is $ in one form or another (grants, rewards,etc.).

Even more so, it points out the difficulty of being a dog. :(

If you read the statement he is writing about, it beggars belief.
