My baby is 7 years old and has grade 3 heart mummur, am waiting for the vet as he is unable to walk up the stairs:( he's on lots of meds and just sleeps now but is the back legs going normal sign that he has deterated?

I am sorry to hear about your fellow.
Hind leg weakness as well as the inability to go up stairs is a sign of advanced MVD and he should almost certainly not be walked at all -- only to go out and relieve himself -- at his stage. I'd avoid any overexcitement as well. They can start to have fainting/collapsing spells.
I would see a cardiologist as a matter of urgency -- they are far better at assessing and giving an appropriate treatment regime than vets, who are not specialists and tend to take a very general approach. On medications -- generally at this point he should probably be on at least three: vetmedin, fortekor and frusemide or a similar diuretic. Many also go on a second diuretic which may help quite a bit at this stage.
I would guess your vet has underestimated the degree of murmur if this grade was recently offered-- vets tend to be poor at assessing the grade (another reason to work with a cardiologist). If he is having these problems he is more likely to be a 4-5 grade.
There is a lot of helpful and specific information on MVD at www.cavalierhealth.org (http://www.cavalierhealth.org)
