Help! Puppy sick again!

Hmmm. Margaret and Pat might have a view on this. You might privately message Pat, who lives in the general region, about this particular breeder as well (please keep any breeder discussions that give names, to private messages. 
It's a lot of illness in a young puppy which would make me wonder about how the puppies are being kept. Umbilical hernias are fairly common in the breed and tend to resolve on their own without needing surgery but at the time a dog is neutered, it can be checked. A mild overbite isn't a major deal. That's not all that small for 7 weeks, and smaller puppies usually catch up with siblings, depending on the size of the litter, how the pup was feeding etc. If the pup is small because it is a runt and is small for some medical reason, and showing a lot of medical issues already, I'd be more concerned. It's the pair of respiratory infections that would be a bit alarming, so close together, in such a young puppy. These things can happen... but what about all the other puppies -- were any of them affected? Most good breeders in this breed do not home puppies before 10-12 weeks, just as a point of reference. They are then a bit larger, more robust, their personality is more defined (as some will not suit some homes), they are through most of their puppy vax series and hardier, and on their way to housetraining. PLus the additional socialising with mother and siblings is absolutely invaluable and results in a puppy with much greater, sometimes full, bite inhibition, outgoing and friendly.

Puppies will get sick, so that doesn't concern me too much. I am worried that the breeder is letting pups go so young at 8 weeks. small breeds are usually kept until 10-12 weeks.

Difficult to say because it sounds as if the breeder is being honest in keeping you informed about the problems and does not intend to let him go until she feels the respiratory infection has resolved.
I think you do need to be cautious. Two courses of antibiotics before the puppy is 8 weeks would give me cause for concern.
