Any age; just be sure the water isn't too hot or cold and keep the puppy warm and dry him/her right away. Be sure the dryer is at a distance and doesn't burn the skin. Puppies have very thin coats of hair and their skin can easily be burned by a hairdryer!

Ive giving her a bath but she is terrified of the hair dryer and its not even on the highest

When I wash pups, I don't use the hairdryer at all. Just be sure to keep them really warm while they dry, they dry quickly as long as they are kept warm. They get cold very quickly so try to get them to go to the toilet before you wash them and don't let them out until they are totally dry.
