Are we allowed to use browser image and smiley add ons within the forums?

For example

Which is a smiley Mozilla add on, and not one of the spy ware programs.
Just wanted to ask before I used them on site, in case it was a no no.

Yes you are more than welcome to link to smilies of your choice -- many here use them, especially for birthdays or special congrats or events.
