Snoring is a common issue for Cavalier King Charles Spaniels, as well as Bulldogs, Pekingese and some other flat-faced breeds. It is one of the typical signs of Brachycephalic Airway Obstruction Syndrome, which can be so severe in some animals that they need corrective surgery.
Usually, snoring and other issues related to being flat-faced should be evaluated by a vet and monitored closely by the owner in order to make sure your Cavalier can breathe and function comfortably.
